9 Year Old With An Uzi? Really?

That's right just heard about the 9 yr old girl who shot the shooting instructor with an uzi. First, how in  the hell did a 9yr old get an uzi in her hands? Second, what were the parents thinking? Third, why was she at a gun range? These are all valid questions that I hope to get an answer for.
