Background information: This incident occurred near Phoenix, Arizona where the temperature Monday was 107 degrees. What does that mean? The ground was HOT! If it's 107 degrees in the air, there's no telling how hot that asphalt was.

Supposedly, the man was pulled over for speeding, and it was found that he was driving under the influence and became belligerent, which is what led to his arrest.

Should the temperature have been taken into consideration during this encounter, or should he have been taken into custody by any means necessary?
