Suspect Held on Hot Ground, Cruel or Warranted?

One of the most valuable lessons I've taken with me in life came from a safety rule at UPS: Adjust for changing conditions. Should law enforcement apply such rules? Your opinion may or may not change after watching this.

Looks like someone who is resisting arrest, right? But did you hear the guy's screams?

Background information: This incident occurred near Phoenix, Arizona where the temperature Monday was 107 degrees. What does that mean? The ground was HOT! If it's 107 degrees in the air, there's no telling how hot that asphalt was.

Supposedly, the man was pulled over for speeding, and it was found that he was driving under the influence and became belligerent, which is what led to his arrest.

Should the temperature have been taken into consideration during this encounter, or should he have been taken into custody by any means necessary?
