Hostage Suspect Had a BB Gun

So It appears that the suspect in the hostage situation was armed with just a BB gun. Wow really?

Criminals just continue to surprise, so this guy had the entire city at bay, resources that could have been used for more important things, and this guy had the entire city on lock down.

Seems like something isn't right about that, but I guess you just never take anything for granted these days, but just the thought of it all just makes you sick. Maybe that's part of it too, the suspect could be suffering from sort of mental issue. If not, what should be done in a situation like that? Should his sentence be part of some sort of restitution for the city?

Just saying, in the end glad no one was hurt, except some unnerving hours for the victims.
