Should Kids Hangout At The Mall

When is it considered loitering?  Malls have long been a place to meet and hangout for teenagers. They are not shopping or buying anything other than a food. Some of them have no money at all. Is this a good thing or a bad thing? My parents never let me go to the mall unless I was going to purchase something.  It’s time for a poll.
